of Education (Coursework) Teaching and Learning Offshore in Papua New Guinea
Project Overview: The Establishment Committee of the Lutheran University Papua New Guinea
(LUPNG) is building a new Lutheran University at Lae in the Morobe Province. The University will unify the existing institutions
of Martin Luther Seminary and Balob Teachers College. LUPNG is instituting a new four-year Degree Granting Lutheran University
to commence in January 2010. All facilities and resources need to be in place by the end of 2009. First student intake
is expected to be near 1000 students. The University needs to upgrade current lecturers in Balob Teacher’s College
and Martin Luther Seminary for the respective institutions so as to qualify to lecture under the new University requirements.
Required Components: The proposal must include an estimate
on the cost of external academic services required to upgrade Twenty-three (23) lecturers from a Bachelor of Education degree
to a Master of Education and to commence no later than May 30th 2008 finishing not later than May 30th 2010. The online component
of this degree is central to the success of this proposal. Include in your proposal such variables as your universities experience
with overseas programs and/or your universities external programs, reputation, size of staff, and quality/level of work. Please

A basic understanding and experience with tertiary education in Papua New Guinea will be highly advantageous for consideration
of the Universities proposal.
Assumptions and Agreements: The project must be completed no later than May 30th 2010. A preliminary budget for this project has been approved. Supplying University bids may not exceed $400,000 AUD. Classrooms, Broadband access, computers are provided by LUPNG
for instruction in PNG. LUPNG will appoint one person, with decision-making authority, to serve as a project coordinator/manager.
LUPNG will provide appropriate support documentation for the successful completion of the project. Travel, accommodation
and incidental expenses for the supplying University will be covered completely from the fees collected. Billing for
tuition will be submitted at the beginning of each year of study for all students selected. Annual payment will be made within
30 days of the billing.
Required Proposal Format: The
proposal must contain a (1) Academic section and (2) a Time-Cost section.
Academic Proposal: In the Academic section, the Supplying University should include time-lines, projected
required personnel, and schedules for completing the project.
Time-Cost:
In the Time-Cost section, Supplying University must detail the time and costs that will be required to complete the
project. Approximate costs of textbooks and class readers should be included.
Additional Documentation: The Supplying University must include a short demo or direct us to a website
which demonstrates overall University Program.
Request for References:
References are not required but would be helpful that can speak to similar projects in scale and scope. References
from work done for educational institutions overseas would be preferred.
